Job Purpose

The Secretary will get assistance from the Advisor, SEC in organising, negotiating, preparing for, and carrying out the three-year ADB annual meeting programme. Depending on the situation, he or she will offer advising help and bank-wide capacity building for major event planning (such as ADB thematic events). In order to highlight industry best practises of other multilateral development banks (MDBs), case studies, and expert information relevant to the full spectrum of SEC’s operations, he or she will promote knowledge-sharing activities inside SEC. The position holder will answer to The Secretary and be in charge of administrative, national, and international staff.

Job Responsibilities

Advisory and Strategic Management

  • Assist the Secretary in setting the office’s vision, goals, development strategies, and key outcomes areas in accordance with ADB policies and in support of the organization’s objectives.
  • Help the Secretary monitor the quality of outputs and the accomplishment of the office’s long-term goals and yearly targets by contributing to the planning, implementation, and supervision of the SEC’s work programmes, including the integration of ADB values.
  • Adopting creative strategies and addressing the evolving needs for high-level events will help The Secretary ensure the successful execution of the annual meetings.
  • In order to carry out the numerous SEC efforts, offer high-level managerial guidance.

High-Level Events Management

  • As the main coordinator for ADB annual meetings, you will oversee the 3-year program’s planning, negotiations, preparation, and implementation.
  • in charge of coordinating senior-level contacts with hosts during the planning phase.
  • When arranging an event, provide high-level coordination between relevant ADB departments and other MDBs, including managing all logistical needs.
  • Make sure that annual meetings are conducted in accordance with legal requirements and business continuity goals, particularly with regard to the rules and materials for the governors’ business session.
  • Implement health and safety precautions in all stages of planning and running the conference.
  • Help create strategies and initiatives to put best practises into action while advising the host nation on the sustainability of the event.
  • Provide high-level advice on issues/crisis management for annual meetings in close coordination with DOC.
  • Oversee the planning and implementation of the Governors’ events, Seminars, and Knowledge Sharing Sessions.
  • Oversee the effective and efficient utilization of the budget for the Board of Governors.

Knowledge Sharing

  • Provide advisory support and bank-wide capacity building on large event planning (e.g., ADB thematic events) as needed.
  • Lead in setting up a mechanism for regular knowledge sharing of other MDBs on their rules and practices related to SEC’s whole range of functions e.g., board operations, administration, annual meetings, and other functions.
  • Lead efforts to increase awareness of ADB’s annual meeting among external clients and ADB staff.
  • Recommend improvements to ADB’s policies, guidelines, and practices.
  • Support the department’s knowledge management activities and other projects and initiatives.

Staff Supervision

  • Create and lead multi-disciplinary teams and ensure the overall quality of their work.
  • Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
  • Provide coaching and mentoring to teams and individuals and ensure their ongoing learning and development.

Eligibility Criteria

Education & Experience

  • Master’s degree or equivalent in Business Administration, Public Administration, International Relations, Social Sciences, or related fields. University degree and at least 10 years specialized experience relevant to the position can be considered
  • At least 15 years of relevant professional experience, including at international level, and demonstrated understanding of development issues, particularly in the Asia and Pacific region.
  • Proven track record in interpersonal and coordination skills for communicating effectively with internal and external audiences, in a multicultural environment.
  • Possesses a high-level of expertise in event management, crisis management, online communication, and development and dissemination of effective content for the external audience.
  • Excellent diplomatic skills to communicate effectively with high-level government officials, staff of other international organizations, Board of Directors, Management, and staff.
  • Possesses advanced knowledge, experience, and understanding of diverse concepts, principles, and practices, and able to share knowledge to benefit ADB and the wider international community.
  • Able to manage staff performance and career development in a diverse workforce, as well as establish a constructive work environment to maximize staff engagement and potential.
  • Act as a mentor to team members and help develop staff capacity.
  • Excellent oral and written communication skills in English.
