The Director also serves as the Secretary of CEB and reports to the Under-Secretary-General for Policy in the Executive Office of the Secretary-General. The CEB Secretariat is an inter-agency entity responsible for supporting the work of the CEB, the highest-level body for coordination in the UN system. The offices of the CEB Secretariat are located in New York and Geneva.

Duties & Responsibilities

Under the broad guidance of the Under-Secretary-General for Policy, the Director of the CEB Secretariat is responsible for directing, managing and coordinating the work of the Secretariat in both its New York and Geneva offices.

As such, the Director:

  • Provides advice and support to the consultative processes between the Secretary-General and members of CEB, ensuring effective dialogue and flows of information, on matters of system-wide importance;
  • Facilitates inter-agency cooperation in the development of system-wide positions on policy, programme and management issues of common concern to the system;
  • Keeps under review the ongoing strengthening of CEB and its machinery and recommends measures to improve;
  • Ensures the appropriate sequencing of the issues among the two pillars of CEB – High-level Committee on Management (HLCM) and High-level Committee on Programmes (HLCP);
  • Facilitates regular meetings of the Committees’ Chairs and Vice Chairs and ensures appropriate follow-up;
  • Oversees the preparation, organization and servicing of CEB sessions and those of HLCP and HLCM, including their agendas, relevant documentation and reports, as well as the Secretariat’s follow-up of their decisions and conclusions;
  • Leads and directs the preparation of CEB reports to intergovernmental bodies, including in particular the Annual Overview Reports, as well as system-wide reports on issues of interest to the system, particularly those involving the Joint Inspection Unit;
  • Presents, on behalf of the Secretary-General, the Annual Overview Report of the CEB to ECOSOC.
  • Monitors, on behalf of CEB and High-Level committees, activities of thematic networks and other interagency coordination arrangements with a view to enabling HLCP and/or HLCM to provide, where necessary, policy guidance in their relevant programme and management areas;
  • Manages the human, financial and information resources of the CEB Secretariat in New York and Geneva and ensures their effective utilization in support of CEB and its High-Level Committees.
  • Undertakes other coordination and secretarial functions, as requested.

Eligibility Criteria

Education

  • Advanced university degree (Master’s degree or equivalent) in social sciences, international relations or other relevant discipline is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

  • A minimum of fifteen years of progressively responsible experience providing direction, leadership and guidance in substantive policy formulation and coordination within the UN system, or other inter-governmental organizations is required.
  • Experience facilitating inter-governmental and/or inter-agency consultations with a proven ability to achieve consensus is required.
  • Experience providing policy advice to senior officials within the UN system or other inter-governmental organizations is required.
  • Experience representing international organizations in intergovernmental deliberations and processes, including a proven track record of achieving results and exhibiting leadership is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat.
  • For this post, fluency in English (both oral and written) is required.
  • Knowledge of another UN official language is an advantage.

Assessment

  • The eligible candidates will be assessed using a Competency-Based Interview.
