Asian Development Bank Overview

Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 68 members, 49 of which are from the Asia and Pacific region. The position is assigned in the Risk Policy and Architecture Division (RMPA) within the Office of Risk Management (ORM). ORM has a broad mandate and ensures that ADB’s Treasury, Sovereign, and Nonsovereign operations are sustainable by safeguarding ADB’s rating, advising Board and Management on risk issues, and implementing and promoting a strong internal risk culture.

RMPA establishes and maintains policies, procedures, and tools for risk management that are consistent with those of other multilateral development banks (MDBs) and prudent banking principles. The principal responsibilities of RMPA include

  1. Establishment and maintenance of best practice policies, methods and procedures for credit, market, and operational risk;
  2. Development and maintenance of tools and systems to support enterprise-wide risk management;
  3. Maintenance of a rating desk;
  4. Analysis, rating, and monitoring of the creditworthiness of ADB’s sovereign borrowers;
  5. Data management and
  6. Limit monitoring and risk reporting.

Important Information

Close relatives of ADB staff, except spouses of international staff, are not eligible for recruitment and appointment to staff positions. Applicants are expected to disclose if they have any relative/s by consanguinity/blood, by adoption and/or by affinity/marriage presently employed in ADB.

Applicants for promotion must have served at their position for at least one year and must have normally served at their personal level for at least two years immediately preceding the date of the vacancy closing date. In the event that the staff appointed to a new category (i.e., from AS to NS, or from NS to IS) is rated at 2 or lower in the first two performance reviews after the appointment at the new level, they will return to the level occupied immediately prior to their appointment in the new category.

Job Purpose

The Senior Risk Management Specialist will lead the development and implementation of an integrated climate credit and market risk management framework including policies, processes, and tools to assess and report the impact of climate risk on ADB’s balance sheet and operations (sovereign, nonsovereign and treasury). The Specialist will support (i) implementing the recommendations of the Task Force on Climate-related Financial Disclosures (TCFD), (ii) developing and implementing a comprehensive climate risk management methodology for application by ORM and in line with ADB’s wider climate risk management processes, (iii) assessment of credit risk and (iv) general formulation of ADB policies, guidelines and practices on risk and portfolio management.

The incumbent will report to Director, RMPA and will supervise National Staff and Administrative Staff.

Duties & Responsibilities

Climate Change Risk Assessment

  • Leads the development and implementation of an integrated climate risk management framework with a focus on credit and market risk. Develops and implements necessary processes and tools.
  • Specifies the data, processes, and systems required for monitoring of credit and market risk exposure to climate change.
  • Monitors ADB´s credit and market risk exposure to climate change.
  • Assesses and reports the impact of climate change on ADB’s balance sheet and operations (sovereign, nonsovereign and treasury portfolios).
  • Assesses and compiles measures to manage climate risks in collaboration with SDCD.
  • Collates outcomes associated with climate risk management measures in collaboration with SPD and SDCC.
  • Contributes to the external reporting on climate change risks to ADB’s financial standing.
  • Supports drafting of ADB’s TCFD reports. Ensures that reporting is aligned with TCFD recommendations.
  • Supports ADB’s potential involvement in nature-related financial disclosure.
  • Coordinates ADB’s interdepartmental working group on TCFD and on climate change risk management. Supports the implementation of any other recommendations associated with TCFD.
  • Models climate scenarios analysis and stress tests.
  • Develops and implements an Environmental, Social and Governance (ESG) framework for sovereign and nonsovereign operations.
  • Engages with ADB Management and Board of Directors on a regular basis.
  • Coordinates identification of important climate-related risks across ADB.

Credit Risk Assessment

  • Assesses, risk rates, and monitors the creditworthiness of ADB´s borrowers
  • Analyzes macroeconomic and industry trends.
  • Enhances methodologies, tools, and processes for credit and market risk assessment.
  • Liaises with research and operations departments to synthesize the information required for assessments of borrower credit risk.

Policy & Architecture

  • Conceives, develops, supports, and implements policies, processes, methods and tools for identification, measurement, and management of risk.
  • Reviews from a risk perspective policies and proposals prepared by other departments.

Knowledge Sharing

  • Maintains knowledge of emerging best practices and standards in risk management.
  • Provides support in organizing and conducting training to promote an appropriate risk culture in ADB.

Staff Supervision

  • Leads multidisciplinary teams and ensures the overall quality of its work.
  • Supervises the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance.
  • Provides coaching and mentoring to individuals and ensures their ongoing learning and development.

Eligibility Criteria

Relevant Experience and Requirements

  • Master’s degree, or equivalent, in Finance, Economics or related field; University degree and at least 5 years specialized experience relevant to the position can be considered.
  • At least 10 years of relevant international experience in a similar setting e.g., international bank, banking regulator, rating agency, international financial institution, or other similar institution.
  • In-depth understanding and practical experience of both quantitative and qualitative methods for the analysis of credit risk and climate change risk.
  • Good working knowledge of the TCFD recommendations and of ESG topics of relevance to financial sector clients.
  • Strong project management and execution skills, including the ability to effectively drive complex, multifaceted matters to a conclusion in an aggressive timeframe.
  • Excellent oral and written communication skills in English.
  • Ability to lead a project effectively with diverse colleagues in own and other Divisions and Departments.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
